Contract Changes – Abstract Version

 

Article 1 Recognition of Association – Inclusion of School Psychologist Interns into bargaining unit and Administrative Title changes.

 

Article 4 Association Attendance at Public Board Meetings – added flexibility for who attends to represent the Association.

 

Article 9 Shared Solutions Committee – updated language to reflect practice.

 

Article 10  Negotiations Procedure – changed language to add flexibility for length of caucus meetings.

 

Article 12 Printing of the Master Agreement – change that allows for flexibility in printing in recognition of the use of electronic versions.  Printed contract will be made available by the Association to members upon request.

 

Article 14 Reduction in Force – Removed typographical error and removed clause 14.2 which deals with transferring a building to another school district.

 

Article 15 Non-Renewal of a Limited Teaching Contract – a typographical error was corrected.

 

Article 16 Professional Development Opportunities – Changes were made to remove obsolete language and allow for surplus fee waivers to be distributed.  Tuition reimbursement was changed from $110,000 annually to $120,000 annually.  A Master Teacher committee was added to comply with state law and designate master teachers.

 

Article 18 Continuous Improvement – The name of the article was changed and a 21st century renewal process was added which requires supermajority Association support through secret ballot and subsequent Executive Board approval of any plan that changes standard practices.

 

Article 20 Professional Development Advisory Council – Obsolete start-up language was removed.

 

Article 22 Length of Contractual Year – A Professional collaboration time clause was added.  This clause requires that a committee find time to allow for collaboration regularly throughout the year, without an overall increase in time to the contract day or year.

 

Article 23 Length of Teacher Year – A clause was added that contractualizes the duty committee at all levels.  This will mandate bargaining unit member input on duties that occur at the building level.  A clause was added that allowed high school teachers to teach a 6th class on a voluntary basis for an additional $5,000 annually.

 

Article 32 Least Restrictive Environment – Some language was updated to reflect current terminology.  Certified staff members who write IEPs were guaranteed at least 15.5 hours of release time to do that writing.  Language was added to spell out the rights of teachers who work with special needs students as well as a process for members to receive needed support.  The Intervention Assistance Teams at each Elementary (up to seven members) will be compensated $500 per person annually.

 

Article 35 Job Openings and Announcements – Language was changed to reflect the use of the new online application.

 

Article 36 Performance Contracts – Obsolete committee was removed.

 

Article 37 Transfer and Reassignment Procedures – A new support mechanism was put in place for members who have been transferred or reassigned and will require additional support or professional development.

 

Article 40 Paid Leaves – Sabbatical leave was altered to provide a leave option with or without benefits.  Language was added for the PDAC to review the staff activity calendar annually.  Language was changed so that advanced sick leave days can only be received if members (who are not new) provide medical documentation.  Unrestricted leave was significantly altered.  Please refer to the packet to read the details.

 

Article 41 Unpaid Leaves – Language was changed to prevent a person on unpaid leave from taking another job in a school district within 60 miles of Worthington.  Taking a position in a school within 60 miles of Worthington will result in resignation of that member.  Language was changed so that job sharing language reflects current practice.

 

Article 43 Salary Schedule and Payroll – Language was changed to reflect current practice.  Payroll plan two will maintain in effect as long as there are ten or more people signed up.  Direct Deposit is mandatory, effective 10-15-08.  Language was added to comply with IRS section 409A.

 

Article 44 Salary Schedule Regulations – Language was changed to reduce maximum years of experience for new hires from 10 years to 8 years.  Language was changed to allow a one-time incentive payment for hard-to-fill positions.

 

Article 46 Salary Notices/Contracts/Retire-Rehire – Language was updated to reflect current practice.

 

Article 47 Supplemental Salary Schedule – Schedule was updated to reflect proposed 2.85% increases annually on the base for the three year agreement.  Additional 150 units added in the last contract to supplementals were made permanent.

 

Article 48 Summer School and Workshop Rate – Summer School index was unchanged and language was added to prevent non-bargaining unit members from proceeding beyond year 10 on the index.

 

Article 51 Workshop Rate of Pay – Workshop rate has been changed to $19.00 effective 9-01-08 and $20.00 effective 8-01-09.

 

Article 55 Teacher Professional Organizations (TPO) Supplemental Contracts -  Language was changed to provide more flexibility to the Association in paying supplemental contracts through payroll.

 

Article 56 Payroll Deduction of Association Dues – Language was updated to reflect current practice.

 

Article 58 Insurance Programs – Obsolete language was removed.  Deductibles were changed from $1100 single to $1500 single and from $2200 family to $3000 family.  The Board will contribute 67% of the deductible to the HSA on 1/2009, 60% of the deductible to the HSA on 1/2010 and 70% of the deductible to the HSA on 1/2011.  Monthly premium was changed to 10% in 2009, 12% in 2010, and 14% in 2011 for both single and family.  Currently, members are paying approximately 7%.  In 2009, Single premiums would be $44.14 monthly (currently they are $31.14 monthly.)  In 2009, Family premiums would be $119.18 monthly (currently they are $78.55 monthly.)  A Wellness Initiatives Support Fund of $40,000 was added to provide incentives for wellness over the life of the contract.  This money will be directed by the Association, in conjunction with the Insurance Committee and Wellness Committee.

 

Article 61 Technology Committee – In Fiscal Year 2010, the Board will provide $80,000 for innovative technology requests.  The Technology MOU outlines the process and guidelines.

 

Article 62 Complete Agreement – Changed the Article number due to the addition of the Technology clause.

 

Article 63 Duration of Agreement – Changed the Article number, change the dates to reflect a three year agreement from 9/01/2008 through 8/31/2011.

 

Appendix C, D, E – salary schedules reflecting no change in the index or structure, with 2.85% raises annually for the life of the agreement.

 

MOU Compensation Incentive Committtee – A committee will be put together to study alternative compensation plans and make recommendations for the next round of bargaining.

 

MOU Technology Committee – The language explains how the committee will function and how they will disburse funds.

 

MOU Data Acquisition and Dissemination – Creates an expectation for compiling data and making it usable for staff as a resource to improve instruction and learning.

 

MOU SIRC – This obsolete language was removed.

Health Insurance Plan – Other than the previously mentioned changes to the deductibles, there have been no plan design changes.
